PHEV vs Ev power usage

does anyone know why hybrids and PHEV's do have a much higher kWh/100 km consumption then 'normal' EVs

Hybrids have more going on under the hood but PHEVs seem to need energy whilst charging so it consumes more. At least that is my understanding. I am not a car expert by any means!
